Responsible Gambling Limit-Setting: Evidence Review
Limit-setting is widely used as a harm-minimisation tool, but research results depend on implementation, user engagement and the outcome being measured.
A 2024 review synthesized 55 studies across eight harm-minimisation tool categories. It found evidence of potential benefits for some precommitment approaches while also highlighting low uptake, mixed findings and study-design limitations.
Study overview
The 2024 empirical review examined voluntary self-exclusion, limit-setting, pop-up messages, personalized feedback, forced breaks and related tools. The authors judged the research generally well conducted but identified common issues such as confounding in quantitative studies and incomplete randomization reporting in some trials.
What the evidence suggests
Some studies reviewed found lower expenditure among high-intensity gamblers who used deposit limits, while voluntary uptake could be low. Other randomized work found that merely prompting new customers to set an optional deposit limit increased limit-setting but did not reduce net loss over 90 days relative to an unprompted control group.
Limitations
- Much of the research is not poker-specific.
- Tools differ substantially across operators and jurisdictions.
- Voluntary users may differ from non-users before the intervention.
- Different studies measure losses, time, expenditure, adherence or self-reported harm.
Practical meaning
It is reasonable to present deposit/time limits and self-exclusion as available control tools, but not to claim that any single voluntary feature guarantees prevention of gambling harm.
