Effective stack: the maximum amount two players can actually contest against each other in a hand, determined by the smaller relevant stack.
Example
If you have 40 big blinds and your only opponent in the hand has 25 big blinds, the effective stack between you is 25 big blinds. You cannot win more than that opponent has available from that opponent.
